PAY AND BENEFITS

 

 

The Cambria County Authority is comprised of three divisions: a) Urban Division b) Rural Division and c) Inclined Plane.

 

The Urban Division provides fixed-route transit service to the Greater Johnstown Area and Windber. Currently full and part-time Operators are utilized to provide this service. A Maintenance department, staffed with a well-qualified team of Technicians and Mechanics, perform the myriad of work needed to ensure the fleet is in safe and reliable condition. The administrative staff supports these two major departments and ensures all other functions of the business are completed accurately and in a timely manner.

 

The Rural Division, located in the Ebensburg Area, provides fixed-route service to the Northern Area of Cambria County and Para-transit as well as Reserve-A-Ride service to the Greater Johnstown Area and the other areas of Cambria County. Like the Urban Division, the Rural Division also employs Bus Operators, Mechanics and an Administrative staff.

 

The Incline Plane is a major tourist attraction in the Johnstown Area and provides transportation from the downtown area of Johnstown to the top of the hill, in the Westmont section of the city. It is the steepest vehicular Incline in the U.S. and is staffed by trained Operators, Conductors and Sales Clerks.

 

Bus Operators must possess a valid Pennsylvania Class - B Commercial Driver's License, with Air Brake Restriction removed and a "P" Endorsement. The Authority will provide to the best qualified candidate the necessary training required for the license should they not have this type of driver's license. We believe candidates who possess strong and effective interpersonal skills can learn and become safe and professional bus operators.

 

All Operators and Maintenance and Incline personnel are represented by the Amalgamated Transit Union, Local 1279 and upon 60 days employment employees in any one of these positions must join the Union.

 

While the pay rates of employees in the bargaining unit are negotiated and fixed, the non-union personnel receive pay adjustments based on their level of performance and can vary among employees from year to year. All part time employees are guaranteed a minimum of 20 hours pay each and every week, provided they work when assigned.

 

The Authority provides a wide array of benefits, some of which require employee contributions, and begins, for most employees, the first of the month following two months employment as a full time employee and includes the following coverage:

 

Medical Insurance: including prescription drug and vision coverage. You select from an array of insurance plans, based on your preference and needs. Coverage under most plans requires payroll contributions of varying amounts, depending on the level of coverage selected.

 

Dental: Comprehensive coverage is provided to employees at no cost. However, if Family coverage is desired, you must pay 50% of the premium.

 

Life and AD&D: Employees are provided, at no cost, $35,000 of life insurance and $35,000 of Accidental Death & Dismemberment insurance. In addition, employees can purchase, at an attractive cost, additional life insurance for themselves as well as their spouse and/or children.

 

Disability Insurance: In the event an employee is unable to work due to a non-occupational illness or injury, they could receive an indemnity payment each week until they return to work or for a maximum of 26 weeks, whichever occurs first, provided the necessary medical documentation is submitted and approved. This benefit is provided by the Authority at no cost to the employee.

 

Pension Plan: Full time employees must join the pension plan that provides a fixed dollar amount for each year of service, at retirement. The cost is shared equally between the Authority and employee. Part time employees have the option of purchasing the time served as a part time employee (with applicable Authority contributions) if they desire.

 

Supplemental Pension: All employees, both full and part time, have the option of participating in a “457” Plan (much like a 401k Plan) by contributing from one to 100 percent of their pay into one or more mutual funds available to select from. While the Authority makes no contributions, it does pay all administrative costs. 

 

Other benefits are included as part of our benefits package and include:

 

Vacation: After one year of full time employment the employee is eligible for one week of vacation; upon two years employment, two weeks vacation and progresses up to six weeks vacation after thirty years employment. 

 

Holidays:  the Authority celebrates the six major Holidays of New Years, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas as well as the Employee Birthday.

 

Personal Days: Each fiscal year, employees receive five Personal days they can take with advanced supervisory approval.

 

Sick Days: Each fiscal year employees receive five (5) sick days. Employees can receive pay for up to two (2) of these days if none are used and the remaining three (3) are put into the employee’s “bank”. If employees have sick days in their “bank” at the time they leave the Authority, they receive pay for these days.

 

The Authority also provides Bereavement Pay, Jury Duty Pay, an Employee Assistance Program, Tuition Reimbursement Program among other plans if the employee has interest.

 

All of the above benefits and programs are subject to change, addition or cancellation at any time, subject to the agreements reached between the insurance organizations and the Authority.

 

This summary is prepared as a cursory explanation of the benefits available to full time employees. The governing document for plan benefits shall be the master contract, formal policy, text or law, whichever is applicable.
